Peter Aw-Yang - Assistant Treasurer
Welcome to the Treasury Division. Our team of 27 dedicated professionals are committed to delivering secure, efficient, and customer-focused financial services for Sacramento County and its partner agencies.
What We Do
The Treasury Division manages the receipt, custody, deposit, investment accounting, compliance monitoring, and reporting of funds for the County, school districts, joint powers authorities, and special districts. We process millions of transactions annually, including:
Property tax payments
Consolidated utility payments
Property assessments for Reclamation Districts in the southwestern delta region
Managing Public Funds Responsibly
As of June 30, 2026, the Treasury oversaw an investment pool and fiscal agent funds totaling over $9 billion. We work closely with client agencies and the Investment Division to ensure every dollar is managed with the highest standards of safety, liquidity, and return.
Debt Administration & Compliance
We serve as paying agent and trustee for a wide range of debt obligations, supporting issuance and post-issuance compliance for both short-term and long-term financing. At fiscal year-end, we administered 260 separate funds totaling nearly $1.73 billion.
Operational Excellence
Remittance Processing: Our high-speed unit processes and deposits approximately 1 million checks annually.
Unclaimed Property: Acting as trustee for unclaimed funds.
Community Facility District Bonds: Managing issuance, billing, collection, redemption, and foreclosure.
Commitment to Security
Safeguarding public funds is our top priority. We employ state-of-the-art fraud prevention measures, robust internal controls, and advanced banking security protocols to protect against misappropriation and fraud.
