Consolidated Utilities Billing & Service (CUBS) performs billing and collection services for agencies that provide utilities (Refuse, Water, Sewer, and Stormwater drainage) and manage Rental Housing Compliance programs. We provide billing for the following services:

Service of Process
The Consolidated Utilities Billing & Services (CUBS) division of the Sacramento County Department of Finance receives service of process documents and subpoenas between the hours of 8 a.m. to 5 p.m., Monday through Friday, excluding holidays, at the County of Sacramento, Clerk – Board of Supervisors, located at 700 H Street, Suite 2450, Sacramento, CA 95814.
CUBS does not accept service of summons, complaints, or initial legal process documents by email, other electronic means, or facsimile.
